These "Guidelines for the transition to the budget and regulatory framework of 2015" (hereinafter - Guidelines) establish the procedure for determining the cost of construction for objects erected at the expense of public investment or funds of quasi-public sector entities for the period of introduction of the budget and regulatory framework of 2015 in the Republic of Kazakhstan.

The purpose of the Guidelines is to create a single methodological framework that allows to determine the cost of investment projects at various stages of their implementation, for all entities involved in the investment and construction process in the planning and formation of investment proposals, feasibility studies, development of DED, determination of contractual prices for construction products and calculations for the work performed during the transition to the estimate and regulatory framework in 2015.

1. Application

1.1 the Provisions set forth in these Guidelines establish the procedure for determining the cost of construction during the transition to a new estimate and regulatory framework in 2015 for facilities built at the expense of public investment or quasi-public sector entities.

2. Regulatory references

For application of these methodical instructions the following reference normative (normative-legal and normative-technical) documents are necessary:

Law of the Republic of Kazakhstan No. 242 of 16 July 2001 on architectural, town-planning and construction activities in the Republic of Kazakhstan»;

SN RK 1.02-03-2011 "the Order of development, coordination, approval and composition of project documentation for construction»;

JV RK 1.02-21-2007 "Rules of development, approval, approval and composition of feasibility studies for construction»;

SN RK 8.02-02-2002 "Procedure for determining the estimated cost of construction in the Republic of Kazakhstan»;

State standard for determining the estimated cost of construction in the Republic of Kazakhstan.

3. Terms and definitions

3.1 Adjustment of design and estimate documentation: change of the established design decisions, cost indicators of the earlier approved design and estimate documentation.

3.2 Adjustment of the feasibility study: changes in the established technical and economic parameters of the budget investment project, which entail changes in technical solutions and additional costs.

3.3 investment Objects: new construction, reconstruction, expansion, technical re-equipment of enterprises, capital repairs of buildings and structures.

3.4 Resource method: a method of determining the cost of construction products by calculating in current prices and tariffs the cost elements (resources) necessary for the implementation of the project.

3.5 Estimate documentation: documentation prepared to determine the estimated cost of construction of designed enterprises, buildings and structures or their queues. The estimate documentation includes: statements of volumes of work, local and summary resource statements, local resource estimates and calculations, object estimates and calculations, estimates for certain types of costs, summary estimates and calculations, cost summaries, etc.

3.6 Budget and normative base of 2015: the state budget standards developed within the resource method, approved and put into effect in the order established by the authorized state body for architecture, urban planning and construction since 2015, jointly operating in a certain period of time and constituting the regulatory framework for determining the estimated cost of construction.

3.7 Estimated cost: the cost of construction, determined in accordance with the estimated standards in the development of project documentation for construction.

3.8 Construction: a set of buildings and structures (objects) for various purposes (industrial, social, transport and other infrastructure), the construction of which is carried out on a single design and estimate documentation with a summary estimate of the cost of construction.

3.9 Current prices: prices of construction resources for a specific period (quarter, half year, year).

3.10 Feasibility study (hereinafter-feasibility study): a document containing information on the main technical, technological and other solutions, as well as the results of the feasibility and effectiveness of the budget investment project, conducted on the basis of economic analysis of benefits and costs with the definition of the main technical and economic parameters.

4. Generalities

4.1 Methodical instructions are developed according to requirements of the legislation in the field of architectural, town-planning and construction activity of the Republic of Kazakhstan. This document contains General guidelines for consideration of the features of the application of estimate-normative base 2015 with the preparation of construction documents for construction.

Paragraph 4.2 was amended in accordance with the order of the Chairman of the Committee for construction and housing and communal services of the Ministry of national economy of the Republic of Kazakhstan dated 10.02.17 № 36-NK (see star. ed.)

4.2 In the process of implementation of state investment projects in the field of construction, as well as projects implemented at the expense of quasi-public sector entities (hereinafter - the ISU), it is necessary to choose the correct procedure for determining the estimated cost of the ISU at the following stages of implementation:

- formation of investment proposals;

- development or adjustment of the feasibility study;

- development and approval of design and estimate documentation;

- adjustments of design and estimate documentation;

- construction.

5. Features of the implementation of the ISU, in the period of changing estimate-normative base 2015

at the stage of formation of investment proposals

5.1 the Process of development of investment proposals of state investment projects is a set of measures aimed at the formation of a set of documentation of the investment proposal with all justifying calculations, its submission to the authorized body for state planning and obtaining an economic opinion.

5.2 In the process of developing investment proposals of the ISU, the administrator of budget programs should take into account the peculiarities of the procedure for determining the cost of design works, engineering surveys and the estimated cost of construction during the transition to the estimated regulatory framework of 2015.

5.3 As part of the investment proposals of the ISU, the following documents contain cost information that requires estimates:

- information sheet of the investment proposal;

- calculations and justifications of ISU cost (according to the current estimate and normative documents);

- Terms of reference for the design with the requirements for the estimated calculations (for the ISU does not require the development of feasibility studies).

5.4 When filling in the information sheet of the investment proposal according to the approved form, the administrator of the budget programs indicates the period and cost of activities and components of the budget investment project on the basis of appropriate justifying calculations.

5.5 the Cost of design work when filling out the information sheet of the investment proposal is calculated using the estimated regulatory framework of 2015 from January 6, 2016, and the cost of engineering surveys from January 1, 2017.

5.6 the Estimated cost of construction in the ISU is calculated using the estimated regulatory framework of 2015, starting March 1, 2016. Calculations are made using aggregated indicators of the cost of construction.

5.7 In case of absence of the corresponding integrated indicators of cost of construction the estimated cost of construction is allowed to define by the basic index method with application of the object analog calculated on the basis of estimate and normative base of 2001.

Guidance supplemented with paragraph 5-8 in accordance with the order of the Chairman of Committee on Affairs of construction and housing and communal services of the Ministry for investment and development of Kazakhstan from 03.08.17 g. № 169-n

5.8 In case of absence of objects - analogs the estimated cost of construction of objects of housing and civil appointment is allowed to define in the order stated in Appendix D to these methodical instructions.

Methodical instructions are added with point 5.9 according to the order of the Chairman of Committee on Affairs of construction and housing and communal services of the Ministry of investments and development of RK of 23.10.17 No. 231-NK
